SENATE CONFIRMS EMEFIELE AS GOVERNOR, CENTRAL BANK OF NIGERIA


The Senate has on Thursday, May 16, 2019 accorded legislative approval to the nomination of the Central Bank of Nigeria (CBN) Governor, Godwin I. Emefiele for reappointment as the Apex Bank Governor. The confirmation of Emefiele was sequel to the presentation of his screening exercise report by the Senate Committee on Banking and other Financial Institutions led by Sen. Rafiu Adebayo (Kwara South) before the Chamber for consideration.

Accordingly, the Chamber resolved into the Committee of the Whole where all the recommendations of the Committee of the screening exercise of the nominee were approved. Thereafter, Emefiele’s nomination was confirmed for another term of five years. It would recalled that the CBN Governor was first appointed into the position in 2014. His reappointment is in accordance with Section 8(1) & (2) of the Central Bank of Nigeria (CBN) Act 2007. 

Similarly, the Red Chamber has also considered and passed the following legislation into law after their reports were presented and approved by the Chamber:
1) Chartered Institute of Finance and Control of Nigeria (Establishment, etc.) Bill, 2019 (S.B.172), sponsored by Sen. Emmanuel Paulker (Bayelsa Central).
2) 2019 Budget Proposal for the Nigerian Communication Commission (NCC), sponsored by Sen. Gilbert Nnaji (Enugu East).
3) 2019 Budget Proposal for the Universal Service Provision Fund (USPF), sponsored by Sen. Gilbert Nnaji (Enugu East).
Also, the Upper Legislative Chamber has debated and passed for Second Reading Six Concurrence Bills. The legislation were all referred to the Committee of the Whole for clause by clauses consideration. Each of the Bill’s report were considered, approved and ultimately read the Third Time and Passed. They include:
1) Federal Capital Territory Area Councils Service Commission *(Establishment, etc.), Bill, 2019 (H.B. 975), sponsored by the Senate Leader, Ahmad Lawan (Yobe North).
2) Public Holiday Act (Amendment) Bill, 2019 (H.B. 918 & 1529), sponsored by the Senate Leader, Ahmad Lawan (Yobe North).
3) Nigeria Natural Medicine Development Agency (Establishment, etc.) Bill, 2019 (H.B.1383), sponsored by the Senate Leader, Ahmad Lawan (Yobe North).
4) Project Development Agency (PRODA) (Establishment, etc.) Bill, 2019 (H.B. 1542), sponsored by the Senate Leader, Ahmad Lawan (Yobe North).
5) Good Samaritan’s Bill, 2019 (H.B. 171), sponsored by the Senate Leader, Ahmad Lawan (Yobe North).
6) Data Protection Bill, 2019 (H.B. 02), sponsored by Senate Leader, Ahmad Lawan.
Meanwhile, the Senate has adopted the recommendations of its Two Committees reports on the following:
a) Conference Committee Report on the harmonized “National Commission for Refugees, Migrants and Internally Displaced Persons Bill, 2019 (S.B. 335)”, sponsored by Sen. Abdul-Aziz Murtala Nyako (Adamawa Central).
b) Report of the Ad-hoc Committee on Promissory Notes Programme on the “Promissory  Note Programme and a Bond Issuance to Settle Inherited local Debts and Contractual Obligations”, sponsored by Sen. Francis Alimikhena (Edo North).
