SENATE PASSES INTO LAW NATIONAL AGRICULTURAL SEEDS
Working in tandem with its constitutional responsibilities, the Senate on Thursday, February 22, 2018 considered and passed for second and third reading three concurrence Bills. The legislation whose general principles were debated originated from the House of Representatives; scaled through second reading and referred to the Committee of the Whole respectively for clause by clause consideration and thereafter passed into law. The Bills include:
1) National Agricultural Seeds Council Bill, 2018 (H.B. 472), sponsored by Sen. Ahmad Lawan (Yobe North). The Bill, having scaled through second reading was referred to the Committee of the Whole where clauses 1 – 54, interpretation, short and long titles, schedules 1 & 2, explanatory memorandum of  understanding of the Bill were approved as recommended or amended. Afterwards, it was read the third time and passed. 
2) Chartered Institute of Logistics and Transport of Nigeria Bill, 2018 (H.B. 973), sponsored by Sen. Ahmad Lawan (Yobe North). The legislation equally sailed through second reading and referred to the Committee of the Whole where clauses 1 – 26, interpretation, short and long titles, schedules 1, 2, 3 as well as explanatory memorandum of understanding of the Bill were approved as recommended or amended. Consequently, it was read the third time and passed.
3) National Security Agencies Protection of Officers’ Identity Bill, 2018 (H.B. 830), sponsored by Sen. Ahmad Lawan (Yobe North). The Bill also progressed to the second reading stage and referred to the Committee of the Whole where clauses 1 – 26, interpretation, short and long titles As well as explanatory memorandum of understanding of the Bill were approved as recommended or amended. Accordingly, the Bill was ultimately read the third time and passed.

Meanwhile, the Upper Legislative Chamber has commenced consideration of the Report on following legislation:
a) Federal Polytechnics Act and for other related matters, 2018 (S.B. 241), standing in the name of Sen. Barau Jibrin (Kano North). The Report on the Bill was presented before the Chamber for consideration by the Senate Committee on Tertiary Institutions and TETFUND led by Sen. Jibrin. Senate resolved into the Committee of the Whole for its clause by clause consideration. Only three clauses were considered and it was referred back to the Committee for further legislative work.
b) National Transport Commission Bill, 2018 (S.B. 242), sponsored by Sen. Gbenga Ashafa (Lagos East). The Report on the Bill was presented before the Chamber by the Joint Senate Committee Land Transport, Marine Transport and Aviation. Only few clauses of the legislation were considered at the Committee of the Whole and it was referred back to the Committee for further legislative inputs.
