SENATE PASSES INTO LAW AUTOMOBILE INDUSTRY DEVELOPMENT, CHARTERED INSTITUTE OF CUSTOMER RELATIONSHIP BILLS
The Senate on Thursday, November 16, 2017 has considered and passed into law two legislation. The Bills that were accorded the ultimate legislative approval during plenary session presided over by the Senate President, Bukola Saraki include:
1) Nigerian Automobile Industry Development Plan (Fiscal Incentives Guarantees) Bill, 2017 (H.B. 896), sponsored by Sen. Sam Egwu (Ebonyi North), The Bill emanated from the House of Representatives.
The passage of the legislation followed the presentation of the Bill’s report by the Senate Committee on Industry led by Sen. Egwu before the Chamber. The Senate resolved into the Committee of the Whole where clauses 1 – 9, schedules 1 & 2, short and long titles as well as memorandum of understanding of the Bill were approved as recommended or amended. Thereafter, the Bill was read the third and passed. 
2) Chartered Institute of Customer Relationship, Management Bill, 2017 (H.B. 69), sponsored by Emmanuel Paulker (Bayelsa Central). The Bill also originated from the House of Representatives Chamber.

The Red Chamber on receipt of the Bill’s report by the Senate Committee on Establishment and Public Service Matters led by Sen. Paulker resolved into the Committee of the Whole where clauses 1 – 20, schedules 1, 2 &3, short and long titles as well as memorandum of understanding were approved as recommended or amended. Afterwards, the legislation was read the third time and passed.

Meanwhile, the Upper Legislative Chamber has resumed clause by clause consideration of the Report of Senate Committee on Judiciary, Human Rights and Legal Matters on the “Proceeds of Crimes Bill, 2017 (S.B.376)”, sponsored by Sen. David Umaru (Niger East). It would be recalled that the consideration of the Bill’s report was deferred to another legislative date on 26th October, 2017 at clause 109.

At the resumed consideration, clauses 110 – 163, schedules 1 & 2, short and long titles as well as memorandum of understanding of the Bill were approved as recommended or amended. Thereafter, Senate Order 162 was invoked and the legislation was recommitted to the Senate Committee on Judiciary, Human Rights and Legal Matters to re-scrutinize the Bill and ensure it is in conformity with the 1999 Constitution and devoid of mistakes and report back to the Chamber for further legislative action.
