SENATE PASSES TWELVE BILLS INTO LAW & EIGHT FOR SECOND READING

The plenary session of the Senate on Thursday, October 13, 2016 recorded a major landmark with the passage of 12 Bills into law and 8 scaled through second reading. Among the Bills that were read the third time and passed, four emanated from the Upper Legislative Chamber while eight were Concurrenct Bills that originated from the House of Representatives. The Bills include:
1) North-East Development Commission Bill, 2016 (S.B.31) sponsored by Sen. Sam Egwu (Ebonyi North). The Bill was presented for consideration by the Senate Ad-hoc Committee on North-East. It was considered and approved at the Committee of the Whole and ultimately read the third time and passed.
2) Food Security Bill, 2016 (S.B. 71), sponsored by Sen. Abdullahi Adamu (Nasarawa West). The Bill was presented before the Chamber for consideration by the Senate Committee on Agriculture and Rural Development. It prescribed severe punishment for persons found guilty of diversion of food items including those meant for the IDPs.
3) JAMB Act (Amendment) Bill, 2016 (S.B. 245), sponsored by Sen. Barau Jibrin (Kano North). The Bill was presented for Senate consideration and passage by the Committee on Tertiary Education and TETFUND.
4) National Lottery Act, 2005 (Amendment) Bill 2016 (S.B. 227), standing in the name of Sen. Obinna Ogba (Ebonyi Central). The legislation was presented before the Chamber for consideration and passage by the Senate Committee on Sports and Youth Development.
5) Builders (Registration etc.) Act CAP B13 LFN, 2004 (Amendment) Bill, 2016 (H.B. 255). It was a concurrence Bill from the House of Representatives.
6) World Meteorological Organization (Protection) Act CAP W7 LFN 2004 (Amendment) Bill, 2016 (H.B. 271), Concurrence Bill.
7) Town Planners (Registration etc.) Act CAP 17 LFN, 2004 (Amendment) Bill 2016 (H.B. 256), Concurrence Bill.
8) Petroleum Product Pricing Regulatory Agency (Establishment) Act CAP P43 LFN, 2004 (Amendment) Bill, 2016 (H.B. 245), Concurrence Bill.
9) Veterinary Surgeon Act CAP V3 LFN 2004 (Amendment) Bill, 2016 (H.B. 294), Concurrence Bill.
10) National Archive Act 2004 (Amendment) Bill 2016 (H.B. 298), Concurrence Bill.
11) Currency Conversion (Freezing Order) Act, CAP C43 LFN, 2004 (Amendment) Bill 2016 (H.B. 274), Concurrence Bill.
12) Value Added Tax Act CAP V1 LFN, 2004 (Amendment) 2016 (H.B. 293), Concurrence Bill.
Similarly, eight Concurrence Bills also sailed through second reading in the Red Chamber, they include:
1) Code of Conduct and Tribunal Act CAP C15 LFN 2004 (Amendment) Bill, 2016 (H.B. 230). The Bill has been referred to the Senate Committee on Ethics and Privileges to report back in two weeks.
2) Economic and Financial Crimes Commission Act CAP E1 LFN, 2004 (Amendment) Bill 2016, (H.B. 277). The legislation has been referred to the Senate Committee on Anti- Corruption to report back in four weeks. 
3) Rights and Obligations under Tenancy Agreement (Regulation) for Recovery of Premises in the Federal Capital Territory, Bill, 2016 (H.B. 307). It has been referred to the Senate Committee on FCT to report back in four weeks.
4) FCT Hospital Management Board (Establishment etc.) Bill 2016, (H.B. 69). The Bill has been referred to the Senate Committee on FCT to report back in four weeks.
5) Federal Capital Territory Transport Authority (Establishment) Bill, 2016 (H.B. 91). The legislation has been referred to the Senate Committee on FCT to report back in four weeks.
6) Federal Capital Territory Water Board (Establishment etc.) Bill, 2016 (H.B. 318). It has been referred to the Senate Committee on FCT to report back in four weeks.
7) Nigerian Oil and Gas Content Development Act, 2010 (Amendment) Bill (H.B.994). The legislation has been referred to the Senate Committees on Petroleum Upstream and Gas.
8) Dishonored Cheques (Offences) Act CAP D11 LFN 2004 (Amendment) Bill 2016 (H.B.288). The Bill has been referred to the Senate Committee on Banking, Insurance and Other Financial Institutions to report back in two weeks.
